Dungsam Cement Corporation Limited (DCCL) is a Royal government of Bhutan (RGoB) undertaking owned company incorporated under the Companies Act of Kingdom of Bhutan, 2000. It is a subsidiary company of Druk Holding and Investments Limited, an investment arm of RGoB.

It is a green field cement plant situated 150 km northwest of Guwahati, India. It has an installed capacity to produce 3,000 MT of clinker and 4,130 of cement per day. It uses the state-of-the-art technology of Humboldt, Germany.

DCCL produces OPC 43 (ordinary portland cement), PPC (portland pozzolana cement), and PSC (portland slag cement) under the product brand of Dragon Cement.

Both the Bhutan Standards Bureau, and Bureau of Indian Standards have licensed Dragon Cement. 

The project was implemented with a project budget of Nu 10.4 billion. While the board declared commercial operation on 1st january 2014, the plant commenced its partial commercial production of clinker in may 2013 and cement in october 2013
